Considering the ratcheting PVC cutter itself is $13.98, the flexible tube cutter is also $13.98, without blades, this kit is a great deal. I found these in my HD's clearance endcap near the plumbing section.

It might, but it will crush it. If your just cutting them to remove them, then better to use some side cutters.
If your cutting to flare it, then definitely use a tubing cutter.
