Some toddlers are smaller. My 3yr kid started potty training around 20 months, he just decided to not wear diapers anymore, and he know to say pee. There were accidents once a day, but by 2.5 yr he was completely trained. Now at 3 years, he go to the toilet by himself, only call for help to wipe his butt if pooped.
