These are not based on zip codes but algorithmically personalized to whether they can get you to spend successively more. If you have been buying from Walgreens without coupons, you might never see one. Or you might get one for a higher spend than your typical purchase.

If you haven't shopped for a while or establish a new account, you might see an attractive one first like $5 wag cash for $10 spend one week. If you don't use it, the alogorithm may decide to just skip you in future. If you use it, you will get a higher spend lower cash back next like say $7 wag cash for $18 spend, and so on. It is a casino like manipulation via these algorithms to increase spend and improve their margins appealing to greed and shopping addiction.

Safeway, CVS, Walgreens all seem to be using some variants of such algorithms.

My experience for receiving the $5 Walgreens cash rewards, the pre-tax subtotal (after coupons, awards, and credits) of one transaction has to be at least $20.
