Yes, and if you try to buy 4, they will cancel some of the items so the coupon does not apply. Even more annoying, they won't update your Walgreen's cash to let you know if you still want the order.
I had $20 in Walgreens cash on my order, items were reduced so that coupons don't apply, and they don't even tell me if I still qualify for the Walgreen's cash (how much). I don't want to spend more than I have to and get nothing.
Even Kohl's is not so bad. If they don't have the item and need to adjust the order because of their fault, they will still give the Kohl's cash. Has happened a few times to me.

I do believe inventory is all over the place for walgreens. Ex) i went into the store yesterday to look at a few of the deals from last week. Added each item and quantity successfully in my cart but walked in the store - not a single item was available! Probably varies by location and I guess once you find the location that does their inventory well, keep going back to that one!
