Not likely without an add-on TPM. Don't believe others that tell you that the AMD CPU is enough since I fell into this trap a few months back. I picked up an AMD 3700X with a cheap ASROCK motherboard (no TPM).

I tried to install Windows 11 and I was told that it was not compatible. I tried playing with the dTPM (I think?) settings in the BIOS and it was enabled - yet Win11 would not go.

The Gigabyte board DOES support paying extra though for the module. I have one for my i7-6700k system.

1 x Trusted Platform Module (TPM) header (2x6-pin, for the GC-TPM2.0_S module only) <-- Header means that you can purchase the GC-TPM2.0_S ($20) later.

I was curious since the price is low, but don't expect a lot for 2c/4t.

You shouldn't have a problem with this mobo bit there also patches out there that can over ride the tpm chip issue

Edit
I just looked it up on gigabytes site it does have tpm support for windows 11

You absolutely do not need a TPM addon for the Athlon 3000G -- I was running one on a B450 motherboard a few months ago and installed Windows 11 on it before I upgraded. If you're running into TPM issues with a 3700X you need to verify your settings because you're almost certainly doing it wrong.

More importantly I'm not entirely sure the Athlon 3000G will work with an A520 motherboard... its not on the supported CPU list so if it works its unsupported.

The original MSRP of this APU was $49. I know because I've purchased fifty of them for my arcade cabinet business. At that price they were a deal. At $85 its a hard pass for just the APU. The bundle is not a bad price. It's just where it should be at for MSRP.

I'm not sure this is true. Isn't the TPM either built into the motherboard or a socket insert if it is supported. In other words, isn't it not the CPU that matters really, but the motherboard?

How did you get a copy of windows 11 if it isn't released yet?

Dude, wtf are you smoking. Totally different CPU/Mobo combo. This Mobo support fTPM 2.0 and that's all you need.
