So whats the difference between this and their tilt and pan indoor camera, other than obviously being for outdoor and the light??

the power cord provided can go through your windows. The felt on the edges of window openings will accommodate the cord. Just slide up and open the window, and place the cord carefully on the edge of the window felt and close the window carefully.

Pretty much. I've wanted an outdoor pan and tilt Eufy for awhile and finally gave up. Since the weather is mild where I live I just installed the indoor pan & tilt outside under an overhang and it's working just fine.

I would like to replace my hard wired motion detection flood light with this camera. How would one convert hard wire 110V to low voltage that this camera uses?

Why not get the Eufy flood light. I got one to replace my flood light and love it.
