Depends on the tightness of the timing. This is mediocre CL16 RAM, so you might actually see similar performance from a high quality CL18 RAM.

Likelihood of receiving dual rank 2x16gb kit is low, for that reason I'd opt to get 2 of the 2x8gb kits because they will run in dual rank configuration with 4 dims installed. Good news is with crucial it's all micron die with the same controllers so compatibility between kits is almost guaranteed whereas with other brands they may or may not run at rated speeds when you install 2 kits together.

I currently have 2x8gb b die sticks, and was thinking of upgrading.
Will I at least get 3600 speeds if I get this kit, and set it to single rank for my new setup of 4x8gb?
I don't mind overclocking the voltage a little if needed.
Or should I look at another random 2x8gb b die kit, and get an even higher oc?

What speed is your b die kit? 3200c14? 3600c14? Or something else? I dont think I could give a real answer as there are too many variables and unknowns. I will say 3600-3800 with as tight of timings as possible and dual rank is the sweet spot for ryzen. Compatibility between different kits/brands isnt guaranteed. 3200cl14 b die isn't guaranteed to hit 3600 speeds but might with enough voltage, timings will have to be loosened.

My B die is 3200 cas 14 gskill x flare. It can get to 3800 mhz no problem. I think I have it set in dual? So if I were to get the crucial 3600 as well, and put it in single rank, I am at least hoping for 3600mhz @ cas 15. But if I can do better, I will.

those b-die kits are much better and should be able to do CL14 3600 MHz.
Ranks are not configurable.
