It does not exclude preorders or Sony 1st party games, at least for right now. I just preordered Horizon Forbidden West for PS5 for $39.xx after the discount. This is a great deal.

I just tried a few times and got slaughtered. This is the quickest deny I got:

" Frank: Hi! My name is Frank. How can I help you
today?
Me: Hi my friend got the 40% of video games for his
order
Me: But when I tried the same thing for the same order
I didn't get the same offer
Me: It's for Target Circle offer. 40% off video games.
Frank: I understand that your friend was eligible to get
the Target circle 40% offer on the items they purchased.
Frank: Some offers will be listed as "Just for You,"
which means that these are personalized offers and
may appear for some guests, but not others.
Me: When will I get the same offer that he got?
Frank: We'll not be able to check that
Frank: I'm sorry for any disappointment."

Nope, I told them I was ready to make the order but once I found out the coupon didn't work that stopped me from completing it.

Chat rep told me the pre order games does not apply (bf2042 & GT anniversary edition) but can manually apply discount for me as an exception. Told me he can only apply it to 1 of the games. I will try again with a different rep tomorrow for the other game.

They will mention that you should check your email and if you accepted the coupon. They will also mention try using different accounts. I tried 4 accounts and all are unavailable. They will ask for full name and email and they will check your account to see if they can activate it themselves. In my case, they couldn't and the customer service rep told me they will keep the chat active and wait for me to add some games to see which are eligible for the discount. It seems most games work that aren't Sony first party games, no preorders and new newly released games. The reps said they can't refund any of those. And once I bought the games, the rep instantly gave me the refund and I got the email confirming it
