Most of the cash back websites has ATT fiber. I personally choose the one that gives you the AMEX membership rewards. There is a website that Monitor the Top Cash back websites.

Something fishy is going on, i feel like; they probably do this regularly, banking on people who don't follow up, or people who just wait in good faith, and then 'disqualify' them from being able to claim the remaining balance.
Do yourself a favor and don't drop the ball on claiming what they offered to you at sign up.
I've never really liked ATT; precisely for reasons like this.

Unfortunately, San Diego doesn't have much competition since Spectrum is basically north and COX is basically south. The only other choice is AT&T and their Fiber plan seems pretty sparse.

I have spectrum now and pay 49.99 flat for same speed so any bonus money is welcome but still bummed.
You just live in undeveloped part of it. 😉
This is why it's absurd that companies like Comcast, AT&T, Charter, etc. are allowed to have a seat at the table with the FCC. Any access we have to broadband in this country is in spite of them, not because of them.
