It literally expired when I was going to checkout at 9am MST. Super disappointed because it still says the "60% off in cart," but everything doubled in price when it did show the discount before 9am :C

It can be. Since Express stores are pretty common place, I suggest you try them on. I own a couple of their suits along with suits from 'nicer' brands like Brooks Brothers, Zenga, and Hicky Freeman. I've had most of them altered from their off-the-rack origins but outside of nitpicking materials/drape/canvassed vs. fused, I feel the Express suits just fit me slightly better. I wear a 38 jacket with 30 pants and prefer slim to extra-slim fits.
Bring a lady friend (with good taste) and ask her if the suit makes you look good. The one she likes best should be one you give serious consideration to.

Go to a tailor and get measured. Most do it for free. Once you get your measurements you'll be able to find good fitting jackets and pants almost anywhere. When it comes to suits fit > price, always. A $80 H&M suit that fits you like a glove will always look better than a 1k Brooks Brothers suit that doesn't.
Express quality is ok. I prefer Uniqlo or Zara for cheap suits myself.
Go to your local 2nd hand stores....I got a RL Purple Label suit for pennies on the dollar from a 2nd hand store in NYC. NYC 2nd hand scene isn't the norm though, obviously.

I think $28 was the actual IT issue which they corrected
