You can play and enjoy it. But there are a lot of returning characters so you'll miss a lot of references to the previous game.

The demo is fun. And you can use that save data to progress in the full game.

Anyone interested should try the demo to see if they like the game. For me it was fun enough but felt like it should have been a $30 3ds game. Just not ambitious enough to compare to other AAA games like breath of the wild or dragon quest xi, etc.

I'm one of the weirdos who wasn't the biggest fan of the first game on the DS though so if you loved that game it's probably worth it to you anyways.
