I used it on the CVS deal previously ($10 back on $20). Hence the Panda Express deal did not show up for me in Paypal offers in app or desktop.
So this deal likely works for FIRST TIME Paypal QR code users and those who see the offer in the app or the desktop.
I ordered $14 food and flash through the machine to scan my PayPal code. I got the email receipt immediately but the cashier said it didn't go through so he will cancel the transaction and let me scan my code. I held the phone for 3seconds toward the scanner, and in fact i got deducted twice off my PayPal.
There's no reward either.
The cashier wrote down my phone number and the manager called back a hour later said i will see the refund by end of the day. He explained that paypal is not working well in their system.
Now there's still no refund yet.

I have used Pay by Scan before. Definitely not first time. There was no offer showing up for me in the app. Just the scan worked.
First attempt payment did not go through. Then the cashier said 'Oh Paypal' and did something in his register and asked me to scan again. Then it went through fine.
$14 order came to $4.

There are little machines at the register for scanning QRs. The machines look like this

right next to the credit card scanner. There are little signs at the registers advertising the venmo/paypal devices too.

The best deal I could find for $10 is a 2 entre plate plus a small appetizer. Or just a large a la carte entre. Also, check out the back of your receipt - you go to panda's website and fill out a quick survey about your experience there and you'll be able to get a free small entre on your next visit if you buy a 2 entre plate. So essentially if you did this already, you can get a 2 entre plate, a small entre and a small appetizer for about a dollar once you factor in tax and receive your $10 from PayPal.

Also, my [android] PayPal app just updated today to a completely new interface, and now I'm able to change the in-store purchases method from within the app. Might want to see if you have an update available.
