Might be true of some surge protector strips with circuit breakers built in.
But those "fail safe" ie break to a safe condition (no power).

This is just a cord. No protection at all. So if you overload it, it will overheat, fail, and possibly cause a fire

15A rated stuff works to 15A.

If you plug 15A stuff into this 13A extension cord into a 15A outlet...you might have a bad time.

chances are low most people would do that but it's good to know

Good deal, if the left angle works for you (plug oriented with ground pin at bottom). Note also that a 3 foot version is also available for only $3.49, at least at the moment.

that's true, but it's strange they would trust the users to know not to overload it when most people couldn't tell you how many volts their home power is

It's an 8' cord and will hold a lot more then the rating for 8'. Hopefully the outlet you plug it into is protected by a circuit breaker.

You'd be surprised a cable does sometimes fail... My parents had an extension cable that couldn't withstand the load and the cord failed and smoked the whole house. Unfortunately they weren't home and caused significant damage to the walls, and ductwork.. It could have been worse..

The difference though is that this 3-feet one you talking about is 2-prong, whereas the OP posted 8-feet one has 3-prong.

Nope, it will "hold" what it is rated for.

14 gauge household wiring (romex) is rated for 15A. This is 16 gauge, and for an extension cord is only rated to 13A.

Regardless, looks like another spam post by slickdeals. Mediocre "deal" that you can likely replicate at your local Walmart.
