You're referencing the T-Mobile deal? There is indeed a standard process by which the line level credits are migrated to account level credits so that you can continue to receive them on a monthly basis.

been experiencing that for 2 days now, on app, website. even in person, BB's activation for "new" customers/port-in's are not working. the rep said, shes done a few activations on TMO the whole wkend and it worked for those whom already has an active line/account with TMO. issue seems to be only affecting "New" activations/ accounts.

Yep confirmed. Picked up my phone yesterday, activated immediately, submitted unlock request just now on Twitter. The tforce guy just asked for my BB receipt because he didn't find the phone in the system.

Nope.
I personally like to get to the home screen, no iCloud needed.
I have done the deal 4 times, not with the 12 mini's yet
Each time I go to the home screen so that they can see I am not logged in to iCloud.
They reset the phone themselves.

got the straight talk iphone 12 mini to for my kid from walmart, but R-sim unlock method no longer works. went to local best buy traded in for iphone 13 upgrade - $630 from the 12 mini trade in programe.
