Opened my 13, inserted deactivated ATT sim and started the phone. Did nothing post that; and got that error.

Steps 1&2 can be done at the same time. I split it for clarity.
1) Setup your Best Buy iPhone without any sim inserted
2) Insert new inactive AT&T sim as the first sim in the Best Buy iPhone
3) Your Best Buy iPhone should now be at the default home screen, locked to AT&T but with no service (inactive sim)
4) Go to the AT&T unlock page https://www.att.com/deviceunlock/
5) Tell them you are not a customer (this is why you want a new, inactive AT&T sim)
6) Put in your info
7) Confirm their email
8) Unlock approval email comes in 1 to 15 mins
9) Your Best Buy iPhone is now unlocked (a reboot may be needed)
Repeat for all your BB phones using the same AT&T sim.
If you have already inserted a different carrier's sim into the iPhone, you will have to unlock through the other carrier. AT&T sim must be the first sim inserted in order for this to work.
Don't ask if you can insert your active AT&T sim, we don't know. You can try and let us know if it works for unlocking.

Do we need to cancel the line with T-Mobile? Or was it just the Tmo SIM being activated but no line yet with T-Mobile? I never inserted the Tmo SIM at all.
I would rather not open a new line, unless I'm able to then cancel it right away/next day with minimal $?
