1TB HDD can be had for like $30 and the 9300H was more of a modern CPU last year obviously. 4600H was the the other option in the HP laptop for $450.
As a point of reference I bought a 10750H Acer with a 1660 TI for $650 last year. I know there's no time machine and there's inflation but $630 for a laptop with a 1650 is not really a deal.

Honestly, I'd prefer something with a 3050 now over a 1650. The Dell G15 has hit $650 with similar specs a few weeks ago.
