How come I can't add an offer to my second cardholder account? It gives an error message saying that it's already added on to another card already.

They fix that problem years ago, only one offer per card holder even you have multiple cards using different login.

obviously. I am sharing the observation that this is a genius marketing campaign from AMEX where only they stand to benefit rather than small businesses, despite the marketing campaign message around "Shop Small" suggesting this is benefiting SMBs somehow

Go to Macys.com, hover your mouse to the "Sign In" at the upper right hand corner, select "Macy's Credit Card". Sign in. Right after the sign in page, scroll down a little and you'll see "Amex Offers", click "View Offers".

It's limit 1 offer per account holder even if you have multiple Amex cards. They fixed this a long time ago.
