Are SSD's and RAM usually upgradeable on Dell's PC's?
Looking at the Dell XPS Desktop that's $650, would be worth getting for me if I can upgrade the ram and add a second drive in there.

performance wise the 57xt is probably a notch higher than 3060.

$650 without a GPU? It should be lesser than that.
You can add upgrade storage and ram. mfg and model of RAM would be limited though.

This or the Asus at WalMart with the 3060 for $1,000? The specs on the Asus seem better for sure.

Yeah, I can't find many better options without a GPU that has more than 8GB ram, specifically on Dell. It's mainly just gonna be for browsing and streaming movies, so integrated would be fine.

why Dell? There's a trade off in getting Dell ie. motherboard/psu are all proprietary.

Is it avoid PC building?
