I don't know about the quality (never used these), but I'm sure the shelter would love it!
You may want to look at reviews before deciding. Some are very negative regarding the container quality and some advise the makeup quality is poor, causing allergic reactions. These might be overkill for shelter use anyway. You may want to check out some of the makeup deals posted from Macy's etc (like lip gloss set or eyeshadow palette) or skincare from Clinique. I don't think you could go wrong with either of those.
By the way, that's very generous and thoughtful of you, no matter what you decide.
Not true!! Many shelters help women get jobs. Provide nice clothes and makeup for job interviews. Maybe you should research before commenting negatively to someone trying to do something positive.
The shelter near me requests things like make-up. It can help the women regain a sense of normalcy and control after having to leave everything behind. As someone else said, they help women get job interviews where a made-up face is, unfortunately, expected.

It's decent ; my kids range from ages 4 to 14 . To keep them out of my make up, I get them these to play with. The sets have a variety and the products don't seem to bother/ irritate their skin.

Agreed. Many shelters and homeless organizations have websites that will specify what they are in need of: cash donations, clothes, toiletries, bedding, etc.
If she's fairly new to wearing makeup, she'd probably love it for the various types and colors of makeup. If she's an avid YouTube viewer of makeup tutorials, she might think she needs all the expensive crap they hawk. She doesn't.
But one of these would be a great kit for a 14 year old, IMO.
