One way to take advantage of this deal if you are planning to start or add a line on Verizon:
1.) Buy a new phone (via device financing) and start service on another provider (i.e. iPhone 13 Pro on ATT)
2.) Buy your flagship phone of choice and start/add a new Verizon line on any current unlimited data plan and port in from step 1 to "switch" from your "old" service.
3.) Buy a damaged S9 on ebay (can be purchase for $50 - $80) - must have valid and clean MEID (does not have financing attached nor reported lost/stolen)
4.) Trade in damaged S9 for $800 (recommend to do this at a corporate Verizon store, you have up to 30 days after receiving the new phone to execute a trade in) - this is the best trade in value if you have to buy a phone to trade in.
5.) Submit your final bill from step 2 to claim the up to $1000.
6.) Sell the phone you purchased from step 1 on ebay/swappa/CL/Mercari/FB

If you want to keep your phone number you can port to Google Voice and use that temporarily for some time before porting back in. I've done this on several occasions to take advantage of these types of promos. I typically wait 90+ days before porting back in. Many current Verizon promotions now require you to continuously meet plan eligibility (such as stay on Premium Unlimited data) and maintain continuous service for some time frame, some as long as 12+ months, or they can claw back the promotion. I have not yet seen any terms and conditions around porting in a number though. I have found that keeping my number ported out for 90+ days is a safe-ish way to ensure Verizon doesn't consider the number a returning customer (they usually do if the number has had Verizon service within the past 45 days) and they decide I've violated promotion terms.
