This is what I use for backup of my 30TB effective raid5. I have 2 of these in a synology nas on a iot power switch. Powers on once a week, gets new data, powers off.

You want an SSD for the most played games. Games will take forever to load on this. It doesn't have to be NVME. Right now a SATA drive will be just as fast (until Direct Storage games start being developed). An NVME drive will be more future proof, though, and you can catch Gen 3 drives on sale for around the same price as SATA drives. Also, 18tb is way more storage than he'd need for games. 18tb would hold close to 200 AAA games (but slow load times). If the PC already has a drive for Windows in it, 1tb-2tb is plenty.

Depending on the size of your NAS, it might not matter. Most people that shuck drives put them into NAS enclosures. If you are using 12+ HDD storage array, I would assume you are not shucking drives.

Hard drives are okay for some games, but as the other person said you'd want to put a 1-2TB M.2 NVME SSD in the computer. Hard drive would be for extra storage which is a nice option for someone who owns lots of games (or something like Xbox Game Pass). This drive is a pretty expensive luxury for that purpose and in a limited budget build 300 dollars is a lot to spend for extra storage.

What I do is install most/all the games I own onto a big HDD and if I find myself playing a game frequently, I'll move it to the SSD to make it load faster until I'm done playing it. People who don't have the luxury of massive storage will normally just uninstall games that they're not playing.

With the overall shortage of drives, the $280 from last year is not very likely. This is already a Black Friday deal (notice, it's only good on 26 November).

Mostly digital media like 4K movies. Best to buy two and use one as a parity drive for backup.

This isn't a tower. It's a portable hard drive. Unless you already know this, in which case I say it's totally overkill and not suitable. Just buy a system with the highest end video card within your budget and you're golden. Look up the video cards here to get an idea of the relative performance https://www.videocardbenchmark.net/ which will give you some idea of the value for your money.
