Yep, after I added the 3 year gold I signed up for the $1 Ultimate pass which converted my account to Ultimate with renewal date of Dec 9 2024.
Used 5% off code BRUCE for 3 years

Used WindScribe to VPN to Turkey, confirmed with whatismyip.com, logged into microsoft redemption site, was able to redeem, 3 times total, then VPN off, log into xbox site, confirmed 36 months of XBL, then used link for upgrade for $1 (was surprised to get this since I did this 2 years ago for 18 months on account), but that worked, and now I'm back in the GamePass fold.
Figure I wanted to buy AOE4 and Forza Horizon 5, so for same price, worst case, this will hold me with the base versions of those games until they're dirt cheap to buy, plus enjoy a lot of other smaller games on GP. 3 years is plenty of first party only games (FH, FM, AOE, etc.), plus everything else.

It will be an easy thing for Microsoft to find everybody that activated via Turkey and has their Xbox sourcing from a different region both before and after the license activation. Note that suspension of Xbox accounts relies completely within Microsoft's purview.
