They've been out of stock everywhere since release a few months back. Scalpers have been asking for 2-3x the retail price.

No they haven't, not to the extent you're stating. Target, Walmart, Best Buy, and Gamestop have all been reloading very regularly. Even look at eBay, mark up is only $65-70 now with shipping. After fees and shipping, even the resellers aren't making any more if they bought at retail. Nintendo did a MASSIVE print run of Celebrations. The only challenge was logistics and getting them to stores, not the physical printing. As that slowly gets better, MSRP will be very standard on this set. Only card worth chasing is the Classic Charizard.

No. The supply for this is meeting demand. They've learned from past bad launches and stock issues. And since this is a special set for 25 years they made sure to produce ample supply.
