At 5 volts, the charger is rated at only 2.4 amps = 12 watts. It is only an 18 watt charger at 9 volts ( x 2 amps ).
It is model A2616, review here. Check to see if it charges the way your device needs. The review shows an iPhone XR charging at 8.95V x 1.94A = 17.42W.
