How can existing customers get this to work? It seems to disappear once I log in. The first step on the site says "Sign up for PayPal by 12/31/2021 to get started to claim the offer. If you already have PayPal, go to GooglePlay to get started."

But it's not clear how to "get started" from Google Play

Go to GooglePlay to Make your qualifying purchase of $5+.
As long as you Pay using your PayPal account on the $5+, then you should qualify.
The $5 PayPal applies to your account can be spend anywhere else

But it has to be your FIRST ORDER, if you've paid using PayPal on GooglePlay you won't qualify

Gotcha! I'll go ahead and try it. I just hate when the discounts aren't reflected in my "checkout," and I don't see it being reflected here after trying what you said, but I'll bite the bullet and see what happens.

This is exactly why I provided a pic and direct link.
If they advertise it they have to honor it 🙂

I tried to use this offer 10 days ago with an existing Paypal account's first Google Play purchase (I re-verified that this was the account's first time purchasing in Google Play by checking its transaction history) and have not received any notification from Paypal stating that the offer was used.

Maybe people who make new Paypal accounts will have better luck with this.

Same here. After a day of not receiving any notification, I chatted with PayPal and they posted a $5 courtesy credit to my account same day. BTW, I purchased an ebook as the offer is not limited to apps.

Anything I'd want is under $5. Wish they had a way to add multiple purchases to a cart and checkout.

Any way to buy a Google Play or Amazon gift card?

Edit: Don't see a way to buy gift cards but can buy Google Play credit for my account.
Lol: Can only buy GPlay credit with a credit or debit card. Not PayPal.

And there seems to be some gift card apps so I imagine one could download and see if Google Play is offered as a payment option.
