As long as you Pay using your PayPal account on the $5+, then you should qualify.
The $5 PayPal applies to your account can be spend anywhere else
But it has to be your FIRST ORDER, if you've paid using PayPal on GooglePlay you won't qualify

Edit: Don't see a way to buy gift cards but can buy Google Play credit for my account.
Lol: Can only buy GPlay credit with a credit or debit card. Not PayPal.
And there seems to be some gift card apps so I imagine one could download and see if Google Play is offered as a payment option.
