Purchased these before and they are a great set, especially the charger. You can charge batteries individually and other devices with the USB port. I also have an Eneloop charger that wasn't able to charge a pair of rechargeable Duracells, the Enelooop charger kept flashing red. I thought the batteries were dead, but popped them into the Energizer charger and it recharged them just fine. I've since charged Eneloops, Fujitsu, PowerOwl, and Amazon Basics batteries without issue with this charger. Highly recommend this Energizer set, especially at $12.99.

It is my understanding that you have described the difference between a smart charger and a dumb charger. The batteries will last longer if using a smart charger. A smart charger will not charge batteries if they are too depleted. A dumb charger can kill batteries over time but will push a charge into batteries that have been over depleted. The dumb charger is good for charging super dead batteries, the smart charger should be used when the dumb charger is not needed.... Thats the way I understood the difference you described.
I used Energizer's on my mouse in the office and I noticed they don't have the capacity that Eneloops have. But at this price, for stuff like toys, Energizer is fine. For things that you really good batteries, like electronic flash or wall clocks, go with the industry standard: Eneloops.

The batteries are made in Japan. I've found them to be similar to my ikea rechargeables, rumored to come from the Eneloop factory.
