Wow $3.99?! I bought the physical box for this in like 2008 for ~$60. If only I had waited 13 years I could have saved a bunch. 🤣
It was a Black Friday deal at Best Buy the very year it came out! Are you sure it was $60? I think the Black Friday price was probably only $20 or $25, so I think it was closer to $40 or $50. So many hours sunk into TF2. My poor grades
I know there are some textures/maps that are needed from the valve packs, would the Orange pack be enough or should should I go with the valve complete pack?

I mean, it was over a decade ago. I honestly don't remember the exact price. I honestly don't even remember if it was 2008. It was around there.
I just remember the torture because it was my first intro to Steam. I just thought it was another disc I could put in my computer and play. I lived in the mountains with my parents. We only had 56k internet and it took me like a week of downloading on and off, when my parents didn't need the internet, to even get to start playing.
I know there are some textures/maps that are needed from the valve packs, would the Orange pack be enough or should should I go with the valve complete pack?
I don't think the Orange Box or the Valve Complete Pack come with GMod. You'd probably have to buy it by itself. I think it is on sale for $6.99 or something at the moment.
Beyond that, most Maps, Texture Packs, etc. all come from the Steam Workshop which should be free once you have GMod, I believe.
