chances are, if it doesnt claim a feature, it doesnt have the feature.

most backpacks arent rain resistant. hinking backpacks especially. weight savings is king. no need to carry rain proof backpack when its sunny and 90°. also, rain proof material isnt durable against the type of punishment most backpacks go through. instead you use a rain cover that is stored away for general use and gets put on when it rains.

Since no one else has directly answered: Personal item sizes varies between airlines, but of the airlines that do give dimensions, the volume of the bag works out to between 27-33L. Best is to look up the airlines you're planning to travel on and get an idea of the tightest restrictions you could face. https://www.smartertravel.com/per...-carry-on/

Problem is that bags that give a volume measurement aren't always accurate, so for your purpose, best to calculate it yourself off the bag dimensions.

I've traveled with a 35L bag and if it's not stuffed, I can get it under a seat. Most airlines won't question your bag if it looks like it doesn't take much space and isn't bursting at the seams. This 22L bag should fit fine under the seat in front of you and leave a little depth for your legs/feet.

It's likely a winner. My kids have been in Scouting for years and my wife and I have been Scout leaders the whole time. We all use backpacks very similar to this; we camp at least once a month. Using a cheap backpack like this and a cheap duffel, we just keep those packed with our Scout stuff and it makes getting ready for campout as easy as grabbing two bags and our tent.

I have a Deviant Art branded dslr backpack that has a neat rain cover built in hidden at the bottom. It came in handy a few times to quickly pull over then store back when not needed. I wish more backpacks have this feature.

I literally summited Kilimanjaro with this bag in February thx to a previous SD on this and the larger one (larger one was overkill). Perfect amount of room for the needed water, snacks, rain jacket, etc. Yes, I had a lot more gear in my night bag that stayed at camp, but for what I needed, this was great and serves me well still.

Unrelated, love how the top pocket is felt-lined. Much more comfortable keeping my sunnies in there.

For a Personal item general rule is if you can fit it under the chair in front of you it is ok. Those airlines who have measurement requirements it is around 18x14x8. A typical 20 liter backpack should fit this requirements easily.

Personal item qualifications vary quite a bit more than the standard carry-on. Again, I would look at the dimensions. This link provides a pretty good list from various airlines. Yes, they sell bags on the site, but I do not own any of their products and am not endorsing them in anyway.
