I think I read in past threads or reddit these can be unlocked by contacting at&t or Microsoft. Can someone provide that info. I will dig into it when I have time.

That's history. Wifi calling is enabled at system level for unlicked samsung starting S20.

Depends on what you're using it for. As a phone, yeah, not very good. As an e reader it's pretty great, as a portable emulator its also pretty great (think giant DS).
