Possibly only on accounts who had rewards money coming 12/1 received the additional $10? I got it but my mom, who had not earned any rewards cash, did not receive the $10. (Don't really know for sure, just putting that out there for folks who didn't receive it.)

Yes. It is for the rewards issued today. I have $10 rewards expected today and they throw in another $10. So from a $200 purchase last week, I got a total of $80 Kohl's cash back.
