Confused - No idea what I need: desktop, laptop, egpu, cpu. Just want to use Photoshop for under $500 - help!

Hey All,
I've become overwhelmed and confused... I currently have a Lenovo IdeaPad 500 which I love and plan on continuing to use. Problem is that I can not run filters in PhotoShop or use other programs that require a stronger GPU(?). I just discovered they make eGPU but unfort the IdeaPad 500 is not a candidate. I do like the idea of an eGPU as it seems like I wouldn't have to buy /pay extra for good graphics on a new laptop later down the line - am I correct?
I do not mind buying a laptop or even a tower (last resort) to solely use for PhotoShop and vid work. With the above in mind is it possible to find a solution to my issue for under $500. I'd even go with refurb/used.

Assuming you aren't getting too fancy with what you are doing in Photoshop, you'll probably be looking at a system with the following specs.

CPU either Ryzen 5 or i5 or better
RAM 16 gb
A graphics card with DirectX 12 support and 4 gig ram (integrated graphics will work but a GPU is better)

You should be able to find something for under $400, but you might need to look for gaming desktops.

What would be the PS limit?

Would I be able to connect the desktop tower to my laptop and work that way? I have limited space in my small NYC apt.

There are many IdeaPad 500 configurations, if you mention the exact CPU it helps in figuring out the features of the iGPU.

says PS wants 2gb+ cards. If you can allocate more RAM to the igpu in bios, maybe try that to avoid having to upgrade the machine? Also follow the instructions lower on that page to enable opencl for some filters.
