You'll need a vr capable pc since it's a steam key. You cannot run it on quest standalone.
But yes if you do have a good pc, you can play it with your quest via airlink/virtual desktop/link cable.

If you have never played them, each of these Arkham games are outstanding. Easily worth $10-20 each. No brainer deal to get them all for $10 if you don't already have these.
