In short, I like this deal a lot. If this size and style bike is right for you, it is a good one to get into the E-bike world.
Observations:
I know nothing about TurboAnt. I think all these E-mobility companies are young startups, so it is difficult to track their quality records...but....
From the photos, this bike appears to be as vanilla/generic as can be. This is a good thing because it means everything can be replaced/upgraded/repaired by a general experienced bike guy or bike shop. In comparison, many other E-bikes will have batteries that fit only that particular frame, or the crank is custom, etc.
The battery capacity is pretty good. You should be able to go almost 30 miles with throttle alone. (standard exception: you only ride up hills, ride in sand, or is really heavy)
Opinion:
I think if you are in the 90% percentile in size, and are in the market for a simple E-bike, and doesn't need flash/bling, this is a better deal than to try to convert a used bike with a kit+battery.
I think this deal is very comparable with the recent $400 Walmart E-bike deal. In that deal, the negative points are: physical fitment, lower power, and questionable Walmart assembly quality. The positive point is the price and the nice feeling knowing that if you don't like it, just drop it off at the local Walmart store.

Short answer yes, you can get a dui on any electric vehicle in some states. It would be up to your lawyer to prove you weren't using the electric features.
