The Display used in this Laptop is BOE09BE from BOE and the surprising fact is that it actually goes way above its cited 300 nits brightness, reaching around 410 nits.
The GPU is 115W and can go up to 130W with dynamic Boost. The Intel version's review shows that it can run at 115W-120W all the time during CPU + GPU combined load and the performance is just 5%-7% behind a Legion 5 Pro with its 125W + 15W RTX 3070.

I feel like this combination of GPU and screen is perfect because you could actually achieve consistent high FPS with a 1080 screen and a laptop 3070. I think anything above 1080p screen with this GPU gets you 60 fPS consistently but not the higher frame rates am I mistaken?

Depends upon what games you're playing. A lot of MMOA games like Overwtach, VALORANT, Apex legend, Tom Clansy's series, COD online etc. can reach 100 FPS + at QHD resolution with good settings with a full powered Laptop RTX 3070.
Now even for demanding games, it get past 60 FPS mark easily but can't quite reach that 144/165 Hz speed. However, a lots of AAA titles don't really need that much higher framerates and they actually look good at 1440p/1600p resolution.
