The only thing I thought might apply, but only because I'm not sure what is, is the spend limit and the customer service rep didn't explain what it was when I asked. She just said, "Let me fix that for you." A few minutes later, she told me to check again and upon refreshing my promo page, I saw that she swapped the Paypal promo for another $30 off one (this one had an expiration set for May 2022 and also a lower order minimum of $35). I was okay with that.
Also, about the Paypal not working for me, it never got fixed. Tried different browsers, in a private tab (because no cookies/cache), and the app and it didn't work in any of them. I ended up having this issue escalated to tech support. Just wanted to throw that in there in case anyone else runs into the same issue.
tl;dr - If your order seems eligible for the promo, but it isn't working, try chatting with customer service. They might use another one that gives the same amount off.
OP needs better explanation:
1) In Instacart, go to hamburger (3 lines stacked) menu in the upper left-hand corner. Click 'Add promo or gift card" and add the 30PAYPAL promo there.
2) Don't expect this order to get $30 off $50. You will have to spend $50 now to get the promo later…
