No - One is a utility cart that is for in home storage while the Rigid is designed more to take to work sites. Sure you can argue the fact they both hold tools but the convenience you get from having pull out drawers to grab tools instead of rummaging through a bin is quite the difference.
$650 vs $160...... has nothing to do with this deal. This is a good deal for a home DIYer on a budget; not a race team. Smh
I have this cart and do like it a lot in the garage. It is very sturdy, but warning that assembly will require 2 people when you get to the step of lifting and putting the drawer unit on top of the shelf wheel base as it is very heavy.

Seems sturdy and has good reviews. Ordered one with the ship to home option, hoping not to regret that option. Hopefully it's packed well and doesn't come in dented and beat up.

I miss when HFT was the budget option with a quality bonus. I feel like the table has reversed in the past year or two where their stuff costs the same, if not more than other brands from HD or Lowe's but the quality is starting to go down in some regards (not all)

Couldn't you assemble it lying down, then stand it up? (or once assembled, would it be awkward to stand up?)
