I decided to replace the Firesticks with ROKU basic ones and all the streaming problems disappeared! My parents and I are very happy with the ROKU's!
We've been using them now for over 6 months without any problems.
This is what happened to Spectrum, HBO Max, and Peacock at various points over the last year. No money for Roku, no app.
All three apps have returned, and Roku still does have the largest selection of apps, but they've definitely pivoted from "dumb streaming box that has all the apps" to "how can we squeeze every dollar out of this as a 'service'" over the past few years.
I still haven't found a better solution yet. I have been using Chromecast With Google TV the last year but I'm not thrilled with that either. If Android expands their app support, they'll probably win out.
