This is what I did. To make it possible for me - DSLR, Photoshop, and then print at Walgreens.
In addition, in Texas, you can only renew DL online if you're U.S. citizen. Green card is not eligible.
Not true. I live in Texas and you can renewal online even if you are a green card holder.
More importantly, is it HDMI 2.1?
If you want to electronically fill in the form, use this website and choose on the right side the correct form where it says "Fill Out Online". You still have to print it out, but it has a unique barcode which is easier and will decrease risks of errors with them inputting your data or unable to read the handwriting. Make sure to sign and date it.
DS-11 is for someone age 16+ and has never applied before. DS-82 is for someone age 16+ and renewing the passport.

Just go to CVS to get your passport photo taken. If paid with Venmo, you will get $10 back. CVS guarantees the passport photo will meet the gov standard or you get your money back or retake the photos for free.

As a travel document, it is only valid for up to 10 years, but it has very little utility as a travel document.
I think the value of the card is as a placeholder to make obtaining a full passport easier down the road.
I carry the passport card with me while I'm oversea. If I lose the passport book, it's easier to prove I'm a USC to State Dept when requesting a replacement travel document. I also use the card instead of the DL when making purchases at the stores because it doesn't have my address on it.
Oh, I also used it to cross land border to Mexico.
