I'm pretty sure you got this reversed...
Effective December 27, the fee for a passport book has increased by $20. If you applied before December 27, you will receive a passport at the fee you paid on the date you submitted your application.
So for my case for renewal of adult US citizen there is no passport renewal at USPS post office. I am hoping fingers crossed its $110 for me.
The barcode like others mentioned generates a unqiue code not sure if it does encapsulate the date or not.
My logic behind the old pricing is that if you submit by mail on 22, 23 24, if it reaches after 30th how can they say that they can only honor the old fee if they received it before the 27th. It does not make any sense, knowing how reliable USPS is they can even lose your package or deliver 10 days late
I am pretty firm that they will honor any mail ins dropped by 24/25th, I used USPS prepaid label the scan was only today however the label shows and the application is dated signed 12/25.

They told me it would take 8-12 wks. Not sure how they would collect additional 20... That would be annoying

I just see a debit on my bank account for the old renewal fee yay! So no worries all who mailed by 12 25 even though it was a holiday and usps was closed, if you printed a label online and dropped off even ok 12 27 as long as the PDF form filler was completed and printed on 12.25 and the forms , check and everything was dated 12.25 you should be good. This is what my expectation was as mentioned earlier in above post. Good luck all.. 👍
That's good. What if I mail in February with forms filled in 12.25
That I don't know, if you did form filler but mailed it in February bro that's long time and anyone handling your app will straight off be checking the fees and stuff. If your close to deadline it's different but consider this they will already be processing all new ones come 1 1 2022 so why in the world would they accept yours at 110 do you have any logic? A few days late is one thing but 2 months late?

What i was saying is assuming they are manually (which they do) review all apps, and 1/2/22 all mailed ones will be coming with $130 check and yours even tho perhaps submitted (form filler) on 12/24 but mailed after 2 solid months ? perhaps its upto their discretion, could be ..who knows ...

and they also deducted the previous fee without the $20 hike.
