I'd pay $199 max, just because it has good contrast and ports.
LG's 32QN series have 11ms response times.

For the same $250 price at Costco you can get a productivity monitor with a better IPS panel, better refresh rate, VASTLY better response time.. or, if you are okay with a VA panel like this HP, Costco also has a $299 LG Gynsc gaming monitor whose specs brutally crush this HP in every conceivable way.
