I also buy the VISA/Mastercards at 4X points. I get a $100 card (400 fuel points) Costs $105.95. I use the Visa/MC to buy $100 wort of 4X points gift cards(400 points). So my $105.95 expense get me my $100 in cards and a savings on fuel of $28. $28 - $5.95 = a savings of $22.05 when I get my fuel. PEOPLE will tell you that you can't buy gift cards with a Visa/MC card , but I do it ALL THE TIME. The secret is to use the self check out and don't get the cashier involved. And they are paid for with my Costco Visa Business Executive, which gives me 2% back per year on purchases and 4% when I pay for my gas using my Visa.

Here's my issue -- I normally buy phone cards when they have 13 percent off and 4x fuel. For some reason Kroger charges 911 fees and tax in my state on the phone cards which wipes out the savings (Best Buy used to do this and stopped. Target hasn't ever. So...weird).
So for years, I used my regular Chase cards and just used an oregon zip code. But then either Chase or Kroger changed verification and since the zip didn't match, transaction failed. The last couple times I used a non-chase card (with the oregon zip code) and that worked. Unfortunately, it looks like that party is over too.
However, if buying the visa card with 4x allows me to then "register" it with an address in a no-phone-tax state, then buy the fuel cards with 4x, I'm going to come out ahead, even with the activation fee. Think this will work?
