Seems like with these Amazon grass seed deals you are taking a gamble. I wouldn't buy any grass that is older than 6 months.
I too am in the DC/MD/VA area and this is not a Slickdeal if you plant in March/April and you only get 50% germination if the seed is too old.
While it is best to seed in the fall as others have said, you can do it in the spring. The problem in the spring is you have a short window to get the seed down and growing before weeds and heat start to set in. I am a new homeowner and have been able to see in the spring last year with reasonable success. I had large areas that were covered in weeds and just void of anything that did rather well. I seeded again this past fall and noticed considerable more growth to fill in any of the other patches. From my point of view I would say it's worth to try seeding in the spring but do not waste tons and tons of seeds expecting to have everything germinate and survive.

This pic is today, Jan 4. It was 75 degrees Sunday. It was 35 today. Hooray Georgia.
The soil temp just needs to be above 65 degrees and it will work. Spring failures are due to low soil temps

If you seed it in spring…make sure you water it a ton all summer long. If the dirt is not moist anymore, you need to water it…that will be about 2-3 times a day. So yea you can but either 1) you'll spend a ton on water or 2) if you don't spend the ton on water then you just wasted a ton on the seed and still have a shitty lawn. If you sees it in fall, you'll be able to let nature water it and save a ton on water. Just be patient with it, I learned this the hard way. Timing, consistency, and patience is everything with having the perfect lawn.

You have a mixture of tall fescue variation and KBG..depending on what you have in your lawn now it should blend in ok
