You're just wasting seed because whatever germinates will mostly die in the summer heat. Seeding in fall gives two growing seasons before the summer
From the FAQ on the page:

Q: When is the best time to plant Scotts Turf Builder Grass Seed Heat-Tolerant Blue Mix for Tall Fescue Lawns?

A: Cool-season grasses grow best when temperatures are between 60-80°F. Early fall is the best time to seed because of its shorter days, cooler nights and heavier dews. Your most successful seeding time is right around Labor Day. Seeding 2 weeks before or after that easy-to-remember holiday gives your new seedlings time to build strong roots before the winter. Spring is also a great time to plant cool-season grasses because of its moderate temperatures and heavier rainfall.

Seeding in spring is difficult. There is lack of food so birds will be going to town on your lawn. Competing spring weeds. Going to just pre emerge this spring and seed in fall. Also if the germination decreases because it's old seed it increases by 2 folds because of the filler material.

It is true thad depend on your region..

I have to reseed atleast once in 2 year in fall.

Spring is no bueno. Definetly die in hot summer. Unless watering the lawn twice a week. Wasting precious water🤪
