All I can verify is my own personal experience.
I have had the $15 paid Plus Plan (not the free or $5 One Plus Promo) on one of my lines for several years. Heard about it qualifying for premium device offers on Redditt - confirmed with T-Force last fall and successfully upgraded an iPhone 11 Pro Max to the 13 Pro Max for basically $100 (got $1,000 credit for the 11 Pro Max - the highest tier credit).
So I do know it works even if it is not widely advertised. The Redditt forums have many instances of this being verified.
As for the insiders 20 percent discount applying to the $15 Plus Plan charge, all I can tell you is that my bill reflects this charge as $12 after the discount being applied.
As for any current phones having EIP, if the phone is paid off, then the credits will continue and you can trade in for a newer device. I know others have been able to do an upgrade even while still owing on a current device but since my devices are usually paid in full I cannot attest to how that would work. But the upgrade is definitely possible if the device is paid off and you will not lose any remaining device credits. Depending on the device, Best Buy has had some incredible trade in values for TMO customers that allow phones with EIP to be traded in without adding to the recurring device credits or affecting your current rate plan. Something to consider.
You should verify this through T-Force on Twitter or FaceBook - they are the most knowledgeable and helpful.
This is with the autopay discount. I'd try to switch over if I were in your shoes.
