Is it pretty likely it will be available in 3 weeks? I'm almost done with halo and don't really want to lose my data by creating a new account with my other email, but I could if necessary. Would hate to miss out on this deal.

I did this same thing last week. I was able to cancel my $1 1-month subscription and then do this deal the same day.
Just use a free VPN has suggested above if you don't pay for one, I used Tunnelbear before buying a VPN service
This trick also works for Region locked DLC/GOTY/Ultimate editions of games that include DLC
These deals pop up every other week; it's better to wait until your membership expires and then find a deal.
The bigger concern for me is the possibility that my account would be banned for using stolen/fraudulently purchased codes. Although I have not heard about Microsoft doing this, other merchants sometimes will.
