MS sets list prices are lower for certain countries just as they are higher for others. Worst case moving forward MS could ban the vendor or limit sales through authorized vendors only (which they do not currently do).
The VPN makes it appear to be traveling in Turkey when you added the code. Keep in mind many people use VPN to hide their IP or for business connectivity, and typically use their home country location so services work as expected. Thus VPN IS used for many things other than switching country locations so VPN servers are not typically banned on services like Live, Prime, etc.
Not sure MS could actually ban your account after the fact as they really can't confirm you were not there or had someone authorized to use your account who was there at the time the legally purchased keys were added.
They took your money and accepted the keys…you have a receipt for buying the keys should there be any question…..you are good!

No, it doesn't charge you $15 every month. You just pay the $15 to initially start the subscription then whatever gold you have applied to your account converts to GPU. Also, make sure once you do activate the GPU to go into your subscription settings and turn off reoccurring billing so you don't get charged another $15 when your subscription time ends.
No, you do not need the VPN on when activating the GPU. You only need the VPN to redeem the Gold codes to your account. After you redeem them turn off the VPN and purchase the GPU subscription.
