I would think that lubrication/rust preventive over grinding down the axle a little would be the standard maintenance, but whatever works. Once the rust is there, grind it is.
It does not sound like they had a lot of choice in the attempt to meet Federal EPA rules. But, if you read the law below, there are going to be incentives to convert. If I lived in California, I would wait for the incentives.
