The reason why Zen 2 and Zen 3 based CPUs, especially the mobile chips , don't have it because AMD don't have a memory guard protection technology compatible with Thunderbolt security protocol and because of that any PCIe lanes coming from the CPU in AMD Processors, can't be used for Thunderbolt. All the mobile Ryzen chips use PCIe lanes from CPU and hence can't have TB3. However, upcoming Ryzen 6000 series are having USB 4.0 support and if laptop manufacturers want, they can implement TB3 features.
You will see Thunderbolt 3 in some AMD Desktop based X570 boards but that's completely different story. The X570 motherboard can provide 8X PCIe 4.0 lanes directly from the motherboard chipset and the motherboard manufacturers can implement the memory guard protection on those PCIe lanes directly in the motherboard and get the certification from USB consortium. Here AMD is no involved and the whole thing is done by customized TB3 controller developed by the motherboard manufacturers for that specific product.
This is not possible with 4000 and 5000 series Ryzen mobile chips as all the laptop motherboards still use a customized version of B450 chip which does not have PCIe lanes in the motherboard chipset and solely relies on the PCIe lanes coming from the CPU.

Good to know! I've been debating a dell xps 17 or Lenovo ThinkPad for a new laptop. Need something for photo editing and possibility of ps5 or Xbox game streaming if my family wants to use the big screen.

Anyone else experiencing this problem or is it just me? I'm travelling next week and won't be back for a few months so considering cancelling if not resolved soon.
