one other note - I went in for a different deal a few weeks ago and they couldn't find the item. He looked on a different gadget and found the location right away. He said it was a brand new system that they were starting to use called SIMS[???] or something like that. He told me it would have taken half an hour the old way, but only 30 seconds with the new system.

Which I think means if you already have something painted with latex based paint, and want the new thing to match colors with a top coat... then you cant use this oil paint over your latex paint.

Can I Put Oil Over Latex?
Oil-based paint can be used to cover latex, even though it is not the easiest thing to do. You should also remember that latex paint is flexible, whereas oil paint is rigid. Latex will never adhere to oil paint correctly. Latex can eventually split and crack when oil-based paint is applied directly to it.
And if I want to paint a new plastic or wood part with this Oil primer, then cover it with an existing Latex color (to match the existing Latex house paint) - then I can use this oil primer, correct? I got different answers, saying yes, then saying the Latex will peal.
Using water-based paint over oil-based primer is highly recommended. You can use an oil-based primer with any type of paint. However, the steps you take may differ. Oil-based primer is recommended over any oil topcoat of paint. But you can add a water-based paint as the top coat or sand the primer to apply water-based paint directly on top.
